I must have missed infos on this in the fb group, but what exactly is "The Hub"?

It is the codename for the side of the project that connects the Pirate Wi-Fi networks to The Pirate Network.
Creating a hub of networks that can all communicate with each other on The Pirate Network. So mostly technical stuff and here for people that want to talk about this side of the project.

I assume that's some Tor-like system for routing traffic between meshes via the public internet?

Pretty much, and a few other things. But 'the hub' is the back-end system that does it all.
